Im a ps3 user so this is a ps3 related question, since downloading dlcs gives everyone alot of problems and were told to delete our old saves and start new when downloading new content, should i wait till i all 3 dlcs are out then start over from scratch? or does it not matter and i can continue playing my current character with no harm done once i download and install dawnguard?

No need to start a new game, I tryed the two dlc out with a 15mb save and they run smooth. But I still recommend deleting the patch and game to get a fresh clean. Also if you already installed the DLC deleting the update will also delete the DLC and you will have to reinstall them but that ok because HF cause a lot of texture drops really bad ones for me and lag lag and lag but a fresh reinstall cleared it all up.
