Balance with Player Factions?

I have a question to the community and to Bethesda, How do you intend to make the fight for the capital fair per server? If I recall there is a bonus for a faction holding the Imperial City. But isn't this easier for a faction on a server if they outnumber the other factions players. The reason I am concerned is because while each faction does seem to have an agility, strength, magic based race I thought aren't some races played more than others. Then I looked for polls of what players are playing, the biggest poll I found was here: http://planetelderscrolls.ign.com/poll/386/Which-of-the-recently-announced-Skyrim-races-will-you-play/

As you can clearly see the Ebonheart Faction would number equal to both the Daggerfall convenant and Aldmeri dominion. So what methods do you think would balance this. Because if these numbers hold that bonus would be only gained by two factions working together against the Ebonheart.

One idea could be mercenary armies aiding attackers or the Imperial empire NPCs activating a rebellion when large battles near the Imperial City are occurring.

That was a poll for Skyrim, for which it is only natural that a lot of people want to play Nords.

For ESO, it is more evenly balanced, and lately, I have been seeing the tendency of more Aldmeri Dominion supporters than Ebonheart Pack supporters. So, it is still very much open, with an indication that the Daggerfall Covenant will be the underdog.
