Captured Elder Scrolls and grouping problem?

In Dark of Camelot when one faction captured the Relics(Elder scrolls) from the other factions they gained a buff/bonus that increased their melle/magical dmg and + to healing for both pvp and pve. Now i have not been able to find any information on what type of buff/perk/bonus you will receive from capturing the other factions Elder Scrolls(Relics) in TESO, but it is in game and benifits both pvp and pve. So my question is since there are multiple campaigns of Cyrodill going at all times does anyone see any problems with getting a group in the PVE zone when player A's campaign has lost their Elder Scrolls, thus no buff/perk/bonus, and the group hes trying to join has captured all the Elder Scrolls but are in a different Campaign? Since everyone in the faction shares the same pve zone this may happen quite often. And depending on what the benifit the captured Elder Scrolls actually give, player A may have a rough time getting a group. Now i have never cared who i group with as long as im having fun and i hope this concern of mine is just over blown in my sleepy brain but could this just add to the "gear check" "Elder Scrolls buff check" before getting a invite?

It would be bad if a buff from PVP will also make on side stronger in PVE and so i dont think the buff will leave Cyro, also i dont think the buff will be really strong, maybe a bit more health and damage against fortress..

They've stated that PvE will benefit from the Elder Scrolls because they want everyone in that faction to feel like they are part of the bigger picture. They will probably just give out buffs according to the total number of scrolls being kept by your faction across all the campaigns. And to alleviate the super buffed faction if you have all the scrolls (hypothetically), each individual scroll will probably provide very little to the overall buff of the total number of scrolls being kept by your faction.

EDIT: But that's just my reasoning on the subject and is in no way confirmed :P
