Necromage, Perks, and Destruction

I'm trying to plan out my Battlemage character to get the most out of his Necromage perk, and as well as getting his Destruction damage as high as possible without using Alchemy/Potions.

I remember reading a while ago that Necromage affects Augmented Flames/Frost/Shock in Destruction and the Aspect of Terror perk in Illusion, allowing you to increase your spell damage even higher than normal, with augmented flames/frost/shock getting a boost of more than the normal 50%, and aspect of terror adding more than it's usual 10 damage to fire spells.

Is this true? What other perks should I wait until after I get Necromage before choosing? Any general tips with Necromage? I know about the Archery perks being buggy with Necromage, but this character isn't using Archery so I'm not worried about those.

The three masks that add 50% frost/shock/fire damage. Would this raise them as well, since they're an enchantment?

Its 50% Resist 25% Damage.
And they retain their same value.
