After completing The Gardener of Men, you are offered 3 buffs which enhance your Shouts.

I chose Dragonborn Frost and then found this buff is very OP. Unlike Ice Form, once enemies are frozen they are never going to break the ice unless 15 seconds duration expired.

Now I can literally freeze everyone and chop them to death without receiving any counter-strike.

Your opinion?

Then... don't use it? Pick one of the other two powers? Personally, I think it actually makes Ice Breath a viable Shout now. Before, it kinda svcked. Now, I actually use it.

Hmm, I never picked the frost one because I rarely used ice form or frost breath in the first place. I'll try it out today.

It's balanced, most mages and some undead can block this attack or are immune to it. So it's not an all encompassing power attack that can be used in any and all situations.
