Having trouble with Leveled Actors spawning where they shoul

This has probably been answered before, but I couldn't find an answer (and the Creation Kit twitter account hasn't provided any advice that solved the problem). I'm kind of desperate, so I'm asking here.

So I'm a beginner when it comes to the Creation Kit, working on my second mod (the first being http://steamcommunity.com/sharedfiles/filedetails/?id=128198890).

My second mod is a crypt, and contains many leveled Draugr that pop out of Sarcophagi, get up from those holes in the wall (Catacomb pieces), etc.

When I play through the level with the stock character (what you get when you coc to the cell from the main menu. level 1 Nord), everyone spawns exactly where they're supposed to, and it all goes smoothly.

Now here's where it gets confusing and infuriating: When I load up the cell with my level 46 character, all of the high-level ambush Draugr (except the one that's sitting in the throne) spawn next to whatever they're supposed to spawn in.

This guy is supposed to spawn in that sarcophagus. He's a Very Hard leveled Draugr.

The http://twitter.com/creationkit suggest that I finalize the navmesh, and see if that helps. While I had indeed forgotten to finalize the navmesh, once I did, the problem persisted. I've tried moving the actor markers out of the room, but that didn't work. I even tried turning this sarcophagus and all the relevant pieces around 180 degrees, but this actor spawns on the same side as it did before, facing the same direction, regardless of the orientation of the sarcophagus and spawn marker.

So guys, I'm completely stumped by this, and am coming to you for advice. How can I solve this problem?
