Sad thing is, in vanilla Skyrim that's more than plausible way to beat a dragon.

What I don't understand is dragons at word walls. When I find new word walls that I haven't been to it's always a weak default dragon guarding it. When I return days later I actually do get a decent challenge from a frost or elder dragon. You would think going to new word wall it would automatically spawn a leveled up dragon instead of the weakest. Atleast make me earn these new powers- shouts.
