Stat Points and Perks

So I know that you get a point every level to put in Magicka, Stamina, and Health but they mentined perks in many interviews and videos I have read. Does anyone know if these are also associated with a level or how do you get points to put into perks to get a companion pet or become a werewolf?

I personally hope they allow us to put them into a sort of tree thing like in Skyrim but they would obviously have different trees so say a beastmaster tree to put perks in to in order to make your pet more effective. What do you think? What information have you heard about this? Thank you.

Every level you get to spend a point in health, stamina, or magicka... after a certain amount of points into it, you may get a perk... So, lets make up an example... Say after 5 points of speccing into health, there is a -5% incoming damage perk, at halfway of maxing out health (out of 100 spent points is my understanding... you get 150 to spend so... 3 per level?) you get a regeneration ability. Then at maxed out points towards health maybe you get a huge health bonus or possibly an activated ultimate...

as for perks regarding stuff like werewolves? Likely quest related, like after a quest line it is a perk you can learn, and my assumption is stuff like werewolf/vampire lord transformations will at LEAST take up slot 3, 4, and 5 or possibly the ultimate spot... if it doesnt take a slot or have penalties then everyone will need to be a werewolf or vampire, and thats bad.

Same way it worked in Skyrim probably, Magicka, Stamina, and Health are seperate from skills and perks though so you would have some points for your attributes and some more for skills and perks and that would be per level...
