Riften is more corrupt but its so much less dangerouse. Go play the Forsworn Conspiracy quest and feel what I feelfor Markarth

at least riften's a bit friendlier.
They also have Bolli, Mjoll, and Aerin.
And to the thieves guild, it's more about money and less about power and murder.

I don't see corrupt as something you put on a 1 to 10
Usually you are corrupt and you do whatever you want to get to your goals.
Or you don't, and you uphold morals.

It's moreso a matter of what your goals are and what kinds of morals you're willing to sacrifice or not.

Riften is petty corruption, Markarth is darkly influenced by Daedra.

Riften has people that want to make it a better place. Aerin, though? That's a bit of a stretch.

You might get mugged in Riften. You might get your head cut off placed on a Forsworn stake and your dead body eaten by a attractive female.
