Unfunctional Artifacts

So when using the testing hall (coc qasmoke) to test out certain aspects of the mods I've had loaded, I came across two rather severe problems.

Namely, at least two artifacts are not working how they are supposed to. First off, the Oghma Infinium. When attempting the infinite skill exploit to quickly level up, I noticed that it wouldn't pop up the dialogue window for the action when I read the book. Thinking I messed up, I tried using it the normal way. Still no dialogue window.

Secondly, the Bloodskal Blade. Try as I might, I cannot get it to fire the energy waves with its power attacks regardless of what I do.

Naturally, I checked off the mods one by one until I found the culprit. Unfortunately, the problem persisted even after starting a new game with no mods installed, on both counts. I googled, found one person had the issue with the Blade not firing, who fixed it by verifying the game cache integrity. I did the same, and it did indeed find a file that was damaged and replaced it.

Unfortunately, the damn thing still isn't working. No skills from the Oghma, no beam blades from the Bloodskal. Both of which is not good, especially in the case of Dragonborn as that'll break a quest.

I'm at a loss at what to do to fix it.

AFAIK, neither artifact will work if you add them via console commands.
