Necromage + Vampire Questions

Hey everyone, I had a few questions about the Necromage perk and how it relates to being a vampire. I've heard that getting this perk while being a vampire with give you some nice benefits. Can anyone give me specifics on how this relationship works? And what are the cons, if any?

Also, I've heard that Necromage will give other perks more potency, but only if you got Necromage first. I've also heard that Dragonborn lets you respect your perk trees. If all of this is true, is it possible to respec all your perk trees and then get Necromage first... and then reallocate your perks. Will that still give you the Necromage bonuses?

Make sure to get necromage before other perks. Yes, completing the Dragonborn main quest allows you to clear a perk tree and regain all your perks. This does allow you to take advantage of the necromage perk by getting it first after retooling and then getting all the affected perks. Note that you must finish Dragonborn's mainquest and that clearing a perk tree requires a dragon soul.

The game considers most effects spells, so you'll get most of your gear and abilities increased.

- All enchanted gear is 25% better.
- Quite a few perks are increased, but yes, you have to select Necromage first.
- Shouts on yourself (Elemental Fury, Etheral something) lasts 50% longer and is 25% better.
- All spells you cast on yourself, Standing Stone buffs, Shrine blessings are increased.
- Activated racial abilites (Berserker Rage, Dragonskin etc) lasts longer and are better.

As for weaknesses, uh, your weakness to fire is increased to 62.5%. Equilibrium drains more health. That's about it I think.

Taking the Necromage perk as a vampire before other perks does make some perks more powerful. Will put them in spoilers just in case...

Avoid Death and the 3 Recovery in Restoration,
Atronach and the 3 Magic Resistance in Alteration,
Extra Pockets in Pickpocket,
Quick Shot, Power shot and the 2 Steady hand in Archery,
Windwalker in Light Armor,
Muffled Movement in Sneak,
Fists of Steel in Heavy Armor,
Quick Reflexes in Block,
2 x Dual Flurry in One handed.
