Adding an item to a location after completing a quest or par

Greetings...
I'm trying to add an item to a location based on whether or not a quest has been completed. I know it should be based on an xmarker and to set it to initially disabled (like a player home) but I can't figure out how to trigger the object to 'on' once a quest is completed. I've spent several hours poring through the creation kit trying to find the dialogue tree that allows you to purchase items in breezehome from proventus but I cannot find it and thus I can't figure out how to reproduce it for my own ends. I'm guessing it's a scripted event... or something.
If someone could help, it would be much appreciated.
