Android Root Help....

I recently received the 4.2.2 update on my Galaxy Nexus and I hate it. So, I decided I'm going to Root and install Cyanogen. I downloaded WUGS Nexus Root Toolkit 1.6.3 and have followed the instructions to a T. But when I get to the point where it tells me to reboot the device and it goes to check the ADW and Fastboot it's telling me it's not installed. When I look at the Device Manager it seems that Windows has installed the device with it's default settings even though I disabled the default updating and driver install, it ignores whatever I tell it to do through the Root Toolkit. I've installed, uninstalled, rebooted, installed, uninstalled and rebooted EXACTLY how the instructions have told me to via the Root Toolkit. Does anyone have any experience with this? What am I doing wrong? How can I prevent Windows from installing this thing the way it wants so I can do what I want to through the toolkit?

I'm all ready, I have my .zip of CM and I need to unlock and root my phone, make a backup and install CM but Windows does not want this to happen.

I've only gotten it to reboot into the bootloader once via the toolkit but it wouldn't let me do anything. Any ideas?
