What is the cheapest type of laptop that could support a game such as Elder Scrolls Online?

I'm wanting a new computer, and i see that the game Elder Scrolls Online game is coming out soon and i would like to check out new computers. I'm wondering if the chromebook or a typical new version of PC will do? <--- ignore grammatical errors
