Why do decent Win OS skip a generation?

I have noticed that in the history of Windows, (at least recently) that Microsoft somehow manages to release a decent OS followed by complete garbage, then back again. It has not been 100% good then bad, but recently...

Xp= good
Vista= garbage
Win 7= decent
Win 8= garbage (for gamers anyway as I understand)

Win 2k pro and XP I think were back to back, I used both, but XP was more like an upgrade to 2k pro imo.

I used Windows Millenium quite a bit, but I try not to think about that >_<

Win 3 was all I used before that (thank goodness I never had to use 98?) but I wonder, did windows do this for the earlier versions too? I wonder what everyone else thinks, and what experiences they have had.

I would suggest that Microsoft just adopt a habit of only releasing half the number of new OS, but with my luck that would just mean endless Vista clones and whatnot :P
