Well considering Jar Jar is probably the most talked about character...

In all seriousness, perhaps it'll be their way of showing people that Jar Jar is just an outlier, and they want to make Gungans bad assed.

Order 67? Well we know Order 66 was the Trooper order to exterminate the Jedi. So perhaps something that takes place between Episodes 3 and 4? A sequel to Republic Commando?

Maybe Gungan Frontier will be exploring the interactions between the naboo people and the gungan natives, and you have to travel around in a futuristic canoe and get hairy animal furs!!!

If I'm not mistaken, Palpatine wanted the Jedi to get rid of some of the other people/factions in his way, and to spread them out. He also wanted Anakin as his apprentice, but couldn't do so until the time was right.

Also, the code wasn't to just "kill the Jedi on my command". It could only be done if the Jedi acted against the best interest of the Republic (IE: attempting to arrest, and in the case of Windu attacking, the chancellor). And there was no need for a senate vote due to Palpatine being elected Supreme Chancellor.
