What are symbols like that called?

I'm writing a novel and want interesting sounds without names like "Cardone-iie-o"

Yup, that's the generic term.

The individual marks have specific terms like cedilla and umlaut (only ones I can remember off the top of my head)

Just make sure you pick the mark that gives the accent you want for the name. Otherwise, when your thinking tomayto, they reader might be reading tomahto
