99% of the playing population will never achieve the title of Emperor, unless they do something weird with the rating with it.
That's true but there probably are many who wish to be Emperor so we'll probably see betrayals and back stabbing once in a while in Imperial City.
I would compare this to the relic raids in DAOC for the person who actually got to carry the relic. Altho the relics are in this game as well being elder scrolls
Nope, what we will be seeing is people making others pay lots of gold to be carried so they can be Emperor. You won't be seeing any type of backstabbing there.

The issue is that it's going to go to the highest bidder. You will never win it on sheer skill, majority of the people who win it are going to be carried by a guild that specifically works to make someone Emperor through money.
How so?
Its based on PvP points which means its based on individual performance.
We aren't exactly sure how those points are accumulated though. Taking over objectives, killing people, things like that you can pay people to help you collect those points to get you Emperor. Worked the same way in WoW. Yeah the Honor points were based on how well you did, but people who still pay others to carry them to get those higher up titles. Will make no difference here.
Well we don't really know how being emperor is going to work. (or at least I haven't heard anything...). I thought I remembered someone saying that each faction could crown their own emperor. How does this happen? Does it happen whenever a faction takes control of Cyrodiil or something? That might work.
