The option to switch is where it makes a difference. I can choose to put all my eggs in one basket and use all 12 slots with just my bow in my hand or I can choose to use all 12 slots with two different weapons.
Are you actually suggesting I have to carry two exact same bows in order to use all 12 slots for just my bow?
