In the ESO videos, you see a person picking a lock. Below, you see an option to try to break the lock. The chance varies on how hard the lock is compared to your character level.
I think if the Open Lock Spell was exactly like that, it would not be too powerful. You cast Open Lock on a chest and you have that chance to unlock the chest.
If it fails, you still have to wait the "rest" time like anyone else, so you could not just spam the chest.
This gives casters the spell they want and makes it perfectly even with lock pickers.
This can't be abused. It does not give anyone a disadvantage. It let's casters feel like actual casters and not thieves.

You might ask, why not just try to break the lock. Two reasons. First, you get to cast a spell, so you feel like a real caster. Two, if you manually try to break the lock, you lose a lock pick if you fail. However, if you do manually pick the lock, you have a better chance of actually getting the lock open then the basic breaking the lock chance.
