No, there isn't a clear Statement, they will add if for sure... but in some interview they said not at launch. I think they save this for a later update.

A promise from a developer that he will add a feature after launch is like Hollywood promising to make a great Hulk movie, sure it could happen, but I would not count on it.

No, it seems that to store all your junk you'll either need to put it in the saddlebags on your horse on in a bank of some sort. At least for the foreseeable future.
