Probably at low settings at best. The video card is weak and the processor is pretty slow.

No-one will really know the answer until the requirements are released. Though I was able to play on low settings with a similar setup for the last few years; you would likely encounter video lag with your current graphics card/CPU setup during large group play such as instances/PVP though.

If you choose to look into upgrading, I would wait until the system requirements are released. Allot of things can change between now and spring of 2014.

I would say yes on low settings. Maybe you can squeeze out medium settings without running into too many issues.

If you are going to upgrade I suggest waiting until the last possible minute. Save you some money to let prices drop as much as possible on systems and hardware.
