Can't load Update.esm to the Creation Kit

Hello there,

I've written a full question and deleted it by accident, so here is a short form of it:

I'm having trouble loading the Update.esm data (Skyrim.esm workes fine) into the Creation Kit. At 99% of loadet files a dialog appears:

Assert

File: C:\_Skyrim\Code\WESV\TES Shared\misc\BGSLocalizedString.cpp.

Line: 2817

LOCALISATION: Error opening or reading strings file.

All options (cancel, retry, ignore) are crashing the Kit.

If I press "ignore", another dialog appears:

Warning

MASTERFILE: LOCALIZATION: Zero entries or empty block size read

from strings file STRINGS/Update_ENGLISH.STRINGS. Strings will be

missing.

All three options are crashing the programm.

If requierd: I'm using Win8 (64bit) and my Steam isn't in english so Skyrim isn't too. I' using mods, but I didn't uploadet any of them to the Kit.

My question now is, can I make mods without the update.esm data or is it requierd? If it is, how to fix the problem?

I'm sorry if I misspelled or translated something wrong, my english isn't that well...

You can make mods without loading the update.esm. Your problems comes from strings that are probably missing. Do a "verify game cache" in Steam and it'll download the missing files. After that, you should be able to load update.esm in the CK.
