Just wondering whether the Argonians passive will be a huge advantage in AvA?

[Passive] Amphibious – Move at full speed in water, and increased Stamina regeneration while swimming. (from Tamriel Foundry Homepage... sorry don't habe permission to post links)

Of course it depends highly on the terrain in Cyrodiil... will there be many lakes, rivers and so on? If yes, I think Argonians may have a huge tactical advantage, far more important than slightly increased armor rating oder health/stamina other races will get as passives.
