Just putting it together:

- no CD (compensated differently)

- only one area for PvP (with bigger size then Cyrodill where whole Oblivion game was placed)

Are you happy with it or would you prefer to play different variant if you have choice when character selection. For example when you create new character you could choose to have CD and PvP and was plaed in the cluster that had this choices.

Cant vote, im ok with no CD but i dont like that PvP is only Cyrodill.

So you can vote, there is choice for you. Just choose if you do not like it, but still plan to play or not.

the PvP is only in one area of Cyrodill, the rest is for PvE only.

Not exactly, you can ask "do you like CD?" but it says nothing how does lack of CD influence your wish to play the game.

I will play it even if pvp is only in Cyrodill and if there is CD.

So beeing ZOS game manager I would see really no reason to consider different options in game. Even if there are discussions about what CD/PvP can make better for gaming, still most of players see no problem to play currently selected style.
