Summerset has a pretty decent navy, as I recall, given that it's an island, but that's about it.

Technically speaking a sea is sonething different as an ocean. Oceans are totally independant of he continents, whereas seas are part of a specific continent. The sea of ghosts for example is practically an ocean and not a sea. But this is of course a nitpick.

And since the battle revolves around cyrodiil, naval combat seems pointless. Especially when you cannot go beyond, to the other continents.

Yeah, tell me about it. There are still very few devices that can pull off a virtual keyboard properly.

Anyway sea battles are not really something that is needed at launch, however this is something I can see Zenimax working on for updates and expansions. Just imagine an expansion announced and cool trailers of epic sea battles being shown? I can see this coming, we just need to be loud enough demanding it especially when the official forums launch and ESO itself launches.
