What does it mean?

1.You can only collect a certain amount in a zone?

2.It changes depending on what zone you are in? (to tell you if you found them all yet)

3.some other balacing purpose?

Nope, just that you need 3 to get a skill point.

I know I'm gonna be saving them up, as I don't wanna waste them on lower-rank stuff I won't use. At only one per level though, aside from skyshards/quest rewards, I'll still probably spend 'em faster than I get 'em.
