Any idea what I can do to fix my game ?

I'm playing Fallout: New Vegas in a non steam version from a pretty old cd copy. With my game i'm using 30 different mods + enb. With the mods everything worked fine no lagg or any issues at all. However when I installed the enb my shit went all laggy, sudden frame drops and crashing a few times. So I installed the Yukichigai unofficial patch, New vegas anti crash, and the new vegas stutter remover. I also installed the 4gb patch. My game stopped crashing, however I am getting this horrible frame drops which is making my game unplayable. Example: If I get attack, when I zoom in on my scope the whole thing laggs horribly, down to like 2-3 fps for 4-5 secs then goes back up and back down. Horrible lagg spikes. Keep in mind it's only like this with the enb though.
Any idea what I should do ?

Here are my specs :

Windows 7 Home Premium 64-bit

Intel Core i7 4790 @ 3.60GHz
Haswell 22nm Technology

16,0GB Dual-Channel DDR3 @ 800MHz
