Question Regarding V.A.T.S Percentage To Hit

For example. my character is armed with a hunting rifle (or any other weapon) and has enough AP for 2 shots. A raider is running towards me and the percentage to hit him in the torso is 20%. Since the raider is running towards me, does the game take this into consideration when giving me the percentages to hit and would the second shot be a higher percentage? Also if the raider was running away. I'd assume if this is the case that the percentage would also drop. I'm also using FWE in case this mod affects the percentages.

VATS only seems to take apparent cross-section size from the POV of the player into account, not movement, or even range-precision of a weapon. I am hoping that more factors are taken into consideration in FO4's VATS.
