so, when approaching the uss consitution ship for the first time, the lookout walks up to me and just stares at me without giving me the proper introduction to the captain and the crew members automatically target me as an enemy, so i cant start the last voyage quest. at first i thought it was due to my faction choice (the institution) but i later found out that the 2 NPC's near the ship were also not responding to me when i tried to talk to them. anyone else having this issue? or just the issue of random/certain NPC's not responding to them?
