The Pitt. Honestly after my first character I tried to restart about 50 times. Right after you exit the vault I would hit the Pitt right away as it has my favorite weapon in the entire game. Never got much further.

Tag Skills: Repair, Small Guns, Sneak
Gun Nut I, Gun Nut II, Educated, Gun Nut III, Comprehension, Thief I, Commando, Thief II, Thief III, Intense Training, etc.
Go to Megaton, loot the place and sell the junk for caps. Buy ammo. Get the sheriff's assault rifle by doing the right things. Disarm the bomb and get the house. Then, and only then, go to Tenpenny, then Paradise Falls and Cantabury Commons to develop the ammo dealers. Then do the local Megaton quests. Avoid fights. All at very low level.
Play the game and do the expansion Point Lookout later.
Good luck.

Yes, on several characters. I have the entire thing mapped out like that. It gets the small guns up to where you can do some damage and hit things. I always get the perception up so I can position my character before attacking. It works well for me.
