Considering the role intelligence plays in fo4, I sincerely hope they spent their time with dialog on other things.
While I do hope for an adjustment in tone for low charisma\intelligence, I'd prefer to leave the goofy out of it.

"I'm unnaware of such an organization, kindly inform me?"

"Um, vaul-tec? remind me again?

But low charisma options;
at Int 10
"Yes... Vault tec. Obviously I have sufficient time for the pedestrian organisations"

This would add a LOT of dialogues though. I think they'll use more neutral tones to fit more types of play. but doing that may come off flat in the emotional parts... thus rendering the whole point of having a voice PC useless. I hope to be pleasantly surprised in how they do this, all to say: I just don't know.
There's no such thing as low intelligence in FO4. If 2 intelligence was thick as bricks, then how could you grab the medic perk? Or how could someone with the perception of Mr. Magoo be a rifleman? I think this time around SPECIAL is exactly that, points above the human average that you make you special.
Considering how they set up the special system and 5 is no longer "average". The answer is no.
I wasn't aware the system is now based on how above normal you are. Huh. Well, there goes that option. Thanks for the info, guys!
Even if Int 1 was drooling idiot, I wouldn't bet on drooling idiot dialogue. They didn't have it in FO3, where it was effectively just more text to write out.... in a voiced game? It would effectively be having another entire "voice" recorded for each gender. Massive amount of work & data space.
(It's also hard to fit that kind of thing with the "easy to increase a SPECIAL stat" system that they've got going in FO4, where you can just increase a stat by one when you gain a level, instead of taking a perk.)
