So... I have just discovered this lovely little place called Covenant which would be a great base for me.

I keep getting told to not speak with Dan etc.

My question is, where the hell is he? I can't find him anywhere. in or outside the place.

I have completed the main story if that makes a difference?

I want to find him to trigger the quest.

He was chilling right by the tree smoking cigs when I walked in.

Initially, he's talking to one of the unnamed residents near the two flamingo lawn ornaments. After that, he chills by the big tree in the back smoking cigarettes. Check around the houses in the back of the settlement if you still can't find him.
