Anyone else have an issue with the Guns and Bullets magazine at Gunner's Plaza not being there? I've reloaded, loaded, zoned in and out, and returned multiple times....

No luck.

Its there, usually a picture frame or something is on top of it you need to move.

The picture was still hanging on the wall. I watched videos and double checked locations just to make sure I'm in the right area, which I am.

Its upstairs on the Table in the Room with many File Cabinets.

Yeah, that's where it's supposed to be but it isn't there...or anywhere else in the plaza.

Might have fallen through the floor and respawned upstairs because that is what happens if you fall through the earth is you respawn a little bit off the ground.you see it if you use sniper 3 stun ability on people with power armor all the time because Beth did not add clipping for power armor frames while stunned and touching the ground with anything other than feet.
