found her last night and recruited her

sent to settlement and the settlement gained an increase in population of 1 as per normal but she never turned up and then about 2-3 game days later the settlement decreased in population by 1

ive read that all the level 4 vendors are bugged but all ive seen is others that this has happened to but no work around fix or whatever

i have vault guy and the seamstress and at least they turned up, vault guy seems to work normally but the seamstress lady doesnt have anything different from my previous normal settler clothing vendor?

is there a way to find her? or is she gone for ever?
