Why so less enemies?

This Game is so empty of enemies after you got the Cleared Status. Even Walking around the Wasteland and it takes hours to get into combat with enemies, the game feels like a Walking simuulator then a shooter. Why they don't increase the enemy mob sizes and respawn rate on each harder difficult Level? Can't the game on Consoles handle it?

less? NV had less, Fallout 4 has enemies literally everywhere and more variations and they respawn then there are the random encounters that have returned too.

I thought F4 was a bit lacking in the variety of enemies. I wouldn't mind if they increased the mob size though, that would be cool.

Dive in.

If you're traveling the roads, you aren't going to see a lot. Go downtown and go through all of the buildings.
From all I've seen there are more enemies in F4 than in either of the previous two, not that I've been keeping a tally, or anything.
