Has the empire got other Imperial City sized cities in other provinces? Or has any other provinces been mentioned to have large bustling cities on this type of scale and grandeur. With arenas, large sewer systems, royal palace, multiple hotels, taverns, shops etc..

Could Vivec be the closest? I've not played TES Online so Im not really aware of the other provinces..
