can anyone tell me why OOO shivering isles is not compatible with the module for SI of supreme magicka?

It sounds as though they both do the same thing: they both make Shivering Isles spells stronger.

did you meet any bug with supreme magicka while playing ? Inside tes nexus's comments there are a lot of people telling about different bugs. I'm kinda curious.
