I bought Fallout NV on Tuesday and I am experiencing the following issues:

No change in faction fame. I got in a tough position with the Helios quest and ended up killing a couple guard dogs without thinking of the infamy. I've completed 4 quests in an attempt to raise some fame but I am still seen as "shunned"

Unable to access console. I think I may have a conflicting program, but I am not sure what it is. I have closed many processes with the same results, no console. I do not have a controller other than a USB mouse which I removed and tried to no avail.

Any help would be muchly appreciated.

EDIT: I tried using AutoHotKey to assign a different set of keys to perform the action of ~ but without success. I have also checked Fallout_Default.ini in my folder and it has console enabled at 1.

EDIT V.2: I found the fix for my console. Windows Infrared Controller was interfering and I understand this is a common issue. However the problem with the fame persists. Bethesda must have made reputation very hard to gain back because I have inputted the command to increase fame and it's made very little impact. I am now "Mixed". I hope this gets those guards off my back.
