Screen freeze when using VATS or saving

Almost every time I try to use VATS the screen will freeze. If I move the mouse I can hear the sound and I can still select targets or exit VATS. When I exit I can hear the sounds of combat and I'll eventually die but the screen remains frozen to just before I entered VATS even after auto loading my last save. It's gotten to the point where I can't even use VATS at all.

The same issue occurs sometimes when I am hard saving but it's not as big of a deal then as I can just close out and load the save I just made without a problem.

I don't know if this issue is related to the NPC slowdown/stutter issues. I intend to try the d3d9.dll fix when I get home but I wanted to see if anyone else has experienced a similar issue.

The d3d9.dll helped with my general NPC slowdown, but not at all with my excruciatingly slow VATS frame rate. It could be a separate issue entirely.

yeah I have this problem and once it happens I usually lose some hours of gameplay since I forget to save every five minutes and random encounters are, well, random.

Did this dll idea fix your problem at all? I don't know what it is so if it did please explain?

Just to add and bump this.

I have also been getting the problem with the very slow framerate in VATS and freezing when trying to use it. Hopefully (said with growing frustration) there will be another fix soon for this, as I am a fan of VATS and the game is unplayable when I cringe everytime I hit the V key.
