took the ring a ding ding quest all the way to ceaser's base and killed benny in a duel. now im back at Tops and yes man is not there....can some one please tell me where he goes?

I thought he was in the Presidential Suite at first, but it turns out you walk straight forward once you enter the tops on the lower level, and eventually you get to an elevator to the 13th floor, from there it should be easy if he's not actually disappeared.
