This may also be a general NPC bug. This is related to finding the son of Gunderson. Once you've done it all, expose Mortimer while having Ted on follow, he does not get out of combat. This is as huge problem as after it all you're supposed to bring him back to his father. However in combat mode, he cannot travel through doors/instances back to the casino to talk to his father. Without any enemies nearby, he's always in combat mode. He cannot get through the guormand/casino doors to get to the father.

I tired to agro more people to get him out of combat to see if he'd get through doors or not. He just won't get out of combat no matter what.

Try clicking on him and typing stopcombat in the console.
