Ive looked all over high and low and cant find this guy. I want to hit him up before i head west just in case i run into a bounty.

answer my own question but here for the search.

I found him in the middle of the night near the terminal building betweeen the tents and the door closest to the gate for the base. I realy did look all over probably spent an hour looking for him.
