Health and Nutrition

OK, first time poster here guys.

I've been using TESIV construction for a little bit now, and i've done the whole create-new-shops, create-new-oblivion-worlds etc, but now I want to fiddle around with how oblivion ticks.
I want to get into scripting, but i need a little help. I have a little list of things I want in my own personal mod, and here they are;

1) I really hate how I can get all bloodied up down in a dungeon, but when I go to a safe room and "wait" for 1 hour, I miraculously heal. I want to remove the HP regen upon Waiting

2) I do not want fatigue to regen natively, but magic can.

3) I basically want to encourage players to "eat" food. And drink alcohol. With no HP/Fatigue regen, I want players to have to go to a bar, drink some beer and eat some corn to replenish.

4) I want sleeping to only regen a very small amount of HP/Fatigue, so that it still encourages players to eat/drink.

5) Lastly, I want Deer to be slower, so that you can hunt them to get vital venison.

I want all foodstuffs to be more beneficial to eat, rather than just 2pts of Fatigue regen for eating a mushroom.
So, any help for all this scripting is much appreciated.

Thanks :D

Fatigue regenerating on its own makes sense. Say you run a race, and then your really tired. You dont stay at that level of tired untill you eat. You just walk around/stand/sit, and then you arent as tired. So Oblivions fatigue system is mostly realistic, one unrealistic part though, is that running doesnt damage your fatigue like in Morrowind.
