I'm not entirely happy with some of the skill and perk choices I've made with my character, but I don't really feel like starting over again right now after putting 12 hours into the game (yes, arguably not all that much for a game of this scope, but I've got ADHD so repetition is an enthusiasm killer for me ).

I'm almost willing to swear I came across a mod at New Vegas Nexus earlier today that would allow a character reset, but I'll be damned if I can find it again now. Anyone who can help out, if not with a mod then perhaps there's a console command that can do the trick?

http://www.newvegasnexus.com/downloads/file.php?id=35116 that's the mod you found before, I haven't used it though. You can also use player.addperk and player.removeperk commands and get the perk IDs from the Fallout wiki or something.
