One of the objectives with this quest is to speak to Ulfric Stormcloak and convince him to attend the peace meeting with the empire at High Hrothgar. I've been able to speak to the General Tullius and have persuaded him to go but am unable to speak with Ulfric. If I try to interact with him, all he says is something like 'Didn't Galmar have work for you?' but no menu is shown (Like the guards) Before I started this quest, I started the quest 'Joining The Stormcloaks' but never bothered finishing it so I guess that is why.

So I decided maybe it will be fixed if I finished Galmar's quest. I killed an Ice Wraith and returned to Galmar to find him and Ulfric discussing a plan. After this I attempted to speak with Galmar but all that happened was he spoke (No menu again) 'I can't believe you convinced Ulfric to meet with the Empire. Worse than a waste of time if you ask me' Although I actually haven't convinced Ulfric as the Greybeards tell me I still need to gather everyone. When I now go to speak to Ulfric he tells me (No menu again) 'Speak with Galmar. You'll be going on a little errand with him.'

On a side note; I was able to bring a chat menu up with Ulfric once. He told me to see Galmar about signing up and then I had two options to choose:

• Yes Sir - I didn't choose this
  
• That isn't why I'm here - When I selected this he asked why I was there and then the only option I was given was '...' which ended the conversation.

Since then I haven't been able to replicate it so I have no idea why this happened.
I've searched google a bit and it seems I'm not the only one who's getting this bug although I don't know if anyone has did what I explained above. Thanks

I have had this same exact problem since Sunday. If you don't kill the ice wraith before you get this quest it locks up progress is both the Stormcloak faction and the main story line. It would be nice to get that patched because I don't want to have to create a new character, and it's extremely ridiculous to have a game-breaking bug on the main storyline.

I had an idea to maybe join the legion and hopefully that would rule out the Stormcloak stuff but it turns out I can't talk to Legate Rikke either. All she says is 'Talking peace with Ulfric? You must be an optimist' (No menu)

yep same thing i just ran in to. this is two quest i've now run in to that are game breaking. The other one is in markath with the guards and the forsworn quest.

I was considering that but my character is a Nord so I wanted to ally him wtih his kinsmen.

Just a checkup on this, I've seen lots of others threads about this problem but has anyone found a work-around? Maybe there are other quests that make you talk to some of the conflicting NPCs that free them up for chat? I've played too long to just start over haha
