So I got Hunting the Monster and was told to go to Silent Moons Camp. When I cleared the camp of bandits though there was no master vampire, only a white down arrow in the middle of the next to final room. This bug may have been triggeedr by the fact that I had an unfinished side quest opened to clear Silent Moons Camp (for the bounty). Does anyone know how to fix this bug or to maybe enter a command which will end the quest and allow me to continue?

I think you're meant to wait a few days for it to respawn enemies first... not sure though, never happened to me.

The same thing happened to my account, but I was unable to find a solution......... but you might want to try auto completing the quest if you are are on PC.

This happens alot in Skyrim when you get quests for random dungeons and they are the same place. I usually try to keep reloading so they are different. Kept happening to me after release. The Inn Keeper bounty quest in Riverwood would end up the same as the companions first quest, so it would bug out and I couldn't complete one or the other.

had this happen to me load a save before you took the mission, wait for the camp to fill with bandits again and then acpect the mission again.

Had a radiant vampire faction quest to kill a vampire, I think the same spot. Arrived at the site, and found only an arrow and no vampire. I don't know if it will work for you, but I hit the "Wait" button, for one hour and then he suddenly appeared on the arrow spot out of nowhere. My theory is he maybe only shows up after sundown (8.00 PM).
