So I'm on the "Battle for Fort Hraggstad" Stormcloak mission but when I approach the marker to meet the men to take over the fort, there are no men. If I walk up to the fort I am notified I must kill all the Imperials, but there are no Imperials. Basically NPCs are not spawning. I have no saves before I took the mission. Anyone have any suggestions?

I had similar, they were not at the marker they were probably somewhere else, as when i approached the fort and started attacking they all rushed in.

Oh. For me neither the Imperials or Stormcloaks will even spawn. =/
