Thought it was confirmed they fixed that bug a while ago. It was stated it came from chickens being able to report crimes for whatever reason. Don't know why op is saying we can't kill them. I assume it's because it causes some type of bug.

its a bug that chickens report crimes and killing one is one of the worst crimes . Supposedly they fixed this and took it out of the game.
