I completed all the missions for the Thieves Guild and became the leader of the guild. I received the key for the Tribute chest. I emptied the chest the first time I opened it and it still remains empty. I haven't seen a single piece of gold since. Does anyone else have this problem? Is there something I'm missing to do to get anything from this chest?

I have that problem too.

I've noticed it just takes a long time to reset. The chests in the training area seem to reset at the same time too.
